WaPo reports a possible war plan that would invert the order of Gulf War I–ground operations then bombing. The analysis is plausible but I’m always rather skeptical of battle plans announced in the newspaper. It strikes me far more likely that this is a Pentagon deception operation that WaPo is swallowing. Although Thomas Ricks is a first-rate reporter. . . . Interesting in any case.
