Whither Foreign Policy?

I’ve posted a short essay on bureaucracies, networks, and the future of foreign policy at The Glittering Eye.

My essay was prompted by an article on the execution of foreign policy by my friend, Mark Safranski of Zenpundit, at Democracy Project which I commend to your attention.
